Social Democrat politician Pernille Rosenkrantz-Theil is under growing pressure ahead of Copenhagen’s municipal election. According to information obtained by TV 2, she has proposed an unexpected idea to several political parties: adding more mayoral positions within the city government. The goal would be to broaden support for her bid to become the capital’s next lord mayor.

Currently, Copenhagen has a lord mayor and six deputy mayors. Rosenkrantz-Theil is reportedly open to expanding that number, a move that could improve her ability to form a majority coalition on election night. By offering more posts, she may be able to satisfy more of the smaller parties whose backing she needs.

Seeking to Break Political Deadlock

Polling suggests Rosenkrantz-Theil could face difficulty forming a workable alliance. She may need support not only from her usual allies on the left but also from the centrist Radikale Venstre and the right-leaning Venstre and Conservative parties. However, with only six mayoral posts to distribute, some parties would inevitably be left out, creating frustration and potential defections.

Under Copenhagen’s current system, the distribution of mayoral roles follows a proportional model similar to the Danish government style, which aims to reflect party size. Nothing in the rules, however, prevents the city council from expanding the number of positions if a majority supports it.

Party insiders view Rosenkrantz-Theil’s plan as a practical effort to ease political tension and build consensus across ideological lines. Yet opponents warn it could be seen as a desperate move from a campaign struggling to gain traction.

Analysts following the race describe Rosenkrantz-Theil’s initiative as a signal that her team is willing to make major concessions to secure power. Adding new posts would give her more leverage during the late-night negotiations that follow the vote count. Still, they question whether the strategy would be enough to swing the balance of power her way.

The Socialist People’s Party (SF) candidate, Sisse Marie Welling, remains a strong favorite. If she adopts a similar tactic, negotiations could again hinge on whether conservative parties are truly ready to end more than a century of Social Democrat leadership in the capital. Should Rosenkrantz-Theil fail to offer the right incentives, those parties could side with SF instead, costing her the top position.

City Hall Structure and Historical Context

Copenhagen currently divides political responsibility among these roles: lord mayor, and six dedicated sector mayors overseeing culture, employment, social affairs, children and youth, health, and environment. Earlier research by the municipality suggested the technical and environmental portfolios could be split, but that study did not propose adding entirely new posts.

In Odense, a similar change took place in 2021 when the Social Democrat mayor created extra city council positions to secure a broad governing coalition. That decision drew criticism for increasing administrative costs. Rosenkrantz-Theil, however, is reportedly determined to avoid higher public expenses if such a reform happens in Copenhagen.

Financial and Political Implications

The financial effects of adding new offices remain uncertain. Extra positions could require more staff and administrative spending. Yet insiders say Rosenkrantz-Theil intends to design any adjustment so that it does not burden taxpayers. She has often spoken out against expanding municipal bureaucracy and would likely tie the reform to efficiency goals.

In the end, whether Copenhagen sees more mayoral seats depends entirely on the final distribution of city council mandates after the election. If the left-leaning parties—Social Democrats, SF, the Red-Green Alliance, and the Alternative—win an outright majority, the idea might be dropped. But if the election produces a more fragmented result, negotiations could quickly bring the proposal back into play.
