Foreign Policy
Denmark punches significantly above its weight in international affairs, maintaining an active and principled foreign policy that reflects both its values as a small, open, democratic nation and its strategic interests as a member of NATO and the European Union.
Denmark joined NATO in 1949 as a founding member and has remained a committed alliance member, contributing to international peacekeeping and military operations across the Balkans, Afghanistan, Iraq, and more recently in the context of European security following Russia’s invasion of Ukraine. In a significant and widely debated shift in 2022, Denmark abandoned its opt-out from EU defence cooperation that had been in place since 1992, joining the EU’s Common Security and Defence Policy in a referendum that reflected changed public attitudes toward European security in light of the war in Ukraine. Denmark’s relationship with the European Union is complex and historically shaped by significant public scepticism, expressed through several referendum rejections of deeper integration over the years, but Denmark remains an active and constructive EU member state.
Denmark has a long tradition of active development aid, consistently meeting or exceeding the UN target of 0.7 percent of GNI for official development assistance and playing an influential role in international development policy debates. The Arctic and the question of Greenland’s future have become increasingly central to Danish foreign policy considerations, particularly in the context of growing great-power competition in the Arctic region and renewed international attention to Greenland’s strategic location and natural resources.
Danish diplomacy is characterised by a commitment to multilateralism, international law, human rights, and the promotion of democratic governance, values that are reflected in Denmark’s foreign aid priorities, its engagement with the United Nations, and its bilateral relationships with partners across the world.
