Guldborgsund Municipality has acquired around 87 hectares of farmland near Marielyst to develop a large holiday resort ahead of the Fehmarn Belt tunnel opening, betting that German tourists can help lift one of Denmark’s lower-income municipalities without repeating the seasonal job problems seen elsewhere.
The land deal sits in a municipality where, according to Statistics Denmark regional tourism data, foreign guests account for a significant share of commercial overnight stays. German guests are by far the largest foreign group in Region Sjælland. That context makes the local estimate of 0.5 to 1 million additional German visitors after the Fehmarn Belt link opens around 2029 to 2030 look less like a rescue and more like doubling down on an already export-dependent tourism economy.
According to Statistics Denmark municipal income data, Guldborgsund’s average disposable income per resident is clearly below the national average and has remained among the lower-income municipalities in recent years. Year-round population has fallen over the past decade while the number of registered holiday homes has risen, according to Statistics Denmark housing and population tables. According to Guldborgsund Kommune’s tourism strategy background notes, tourism accounts for a substantial share of local jobs and turnover, concentrated in the summer months.
The Resort Math
According to Guldborgsund Kommune’s budget and planning documents, the municipality has allocated several million kroner to acquire and pre-zone the plot as a turnkey resort site. The preliminary concept, developed with Business Lolland-Falster, includes around 450 holiday houses, 80 apartments, a hotel and a water park. Based on comparable Danish resort developments such as Lalandia, that density sits toward the lower end of typical Danish holiday centres, implying substantial green buffers between buildings.
The site lies west of the existing town, in line with coastal protection rules that heavily restrict new construction close to the shoreline. Under the Planning Act, a project of this scale requires a detailed local plan and environmental impact assessment. Earlier ideas for large resorts near Marielyst met opposition from national coastal protection authorities.
Business Lolland-Falster is working to attract investors and operators to the project. According to Femern A/S and Transport Ministry traffic forecasts, the Fehmarn Belt tunnel is projected to generate several million additional vehicle journeys annually on the corridor. For illustration only, if five to ten percent of early daily crossings represent leisure tourists stopping for one or more nights, that could correspond to roughly 130,000 to 365,000 additional guest-night potentials annually, though this is an estimate and not an official forecast.
The Seasonal Job Dilemma
According to Guldborgsund Kommune’s tourism strategy and Business Lolland-Falster, a year-round resort is expected to stabilize employment and tax revenue, helping the municipality maintain schools and infrastructure in a region at risk of further depopulation. Some evaluations have raised concerns about the share of permanent versus seasonal jobs at comparable Danish resorts.
Studies and labour inspectorate reporting document many seasonal, low-wage jobs in Danish coastal tourism, and note that international workers often fill these positions. Many service jobs are short-term and heavily dependent on summer weather, affecting both Danes and internationals working in bars, restaurants and cleaning services.
For internationals already living in the area, the winter slowdown means patchy income, limited opening hours and a lack of social life. According to Guldborgsund Kommune’s coastal development plan, municipal analyses have identified a dual economy pattern in coastal zones: high prices and investment pressure tied to tourism, combined with low local wages and depopulation inland.

Once the draft local plan and environmental impact assessment are released, any resident can submit comments during the public consultation. In practice, submissions can be made in Danish or other languages, though documents are usually in Danish. Municipalities must take all written responses into account in the planning process, though they are not required to reply individually. Consultation documents will be available through Guldborgsund Kommune’s planning portal.
For internationals interested in hospitality work, the key is to monitor local job portals and Business Lolland-Falster updates. EU and EEA citizens can generally work without special permits. Seasonal or low-hour jobs may not provide sufficient income to qualify for certain Danish benefits. The Bigger Gamble

Similar strategies involving projects such as Lalandia in Rødby, Blåvand and Billund show they do create jobs and tax revenue, but carry a risk of economic dependence on one operator.
According to Statistics Denmark employment data, Guldborgsund has a relatively large share of employment in lower-wage sectors and limited knowledge-intensive industry compared to larger cities, meaning tourism could become even more dominant if the resort is built. The Fehmarn link provides the transport component, but diversification remains a challenge. How the municipality designs housing, public spaces and community integration around the resort will determine whether internationals can genuinely live there year-round, rather than just work a season and move on.
