Aarhus Mayor Anders Winnerskjold has proposed a “socialprocent” in the city’s 2027 budget, moving 107 million kroner from other municipal departments to services for people with disabilities, mental illness and serious social problems.
DR reported on August 25 that the Social Democratic mayor wants the city council to adopt the model as part of the coming budget. The reallocation would require savings elsewhere in the municipal administration. Winnerskjold describes it as a solidarity-based reprioritization, in which all parts of Aarhus Municipality contribute.
According to DR, Aarhus politicians have already adopted savings of 150 million kroner in 2026 on the social area. Even so, the municipality expects to be short a further 140 million kroner next year. The 107 million kroner would therefore cover only part of the gap.
Jyllands-Posten reports that the socialprocent shifts one percentage point of the budgets of the other magistrates’ departments to the social area each year. Aarhus Ejendomme and day-care services are exempt from the reallocation.
Councillor warns of further cuts
Social and employment councillor Michael Christensen of Liberal Alliance welcomed the money but said it closes only part of the hole. He warned that new savings would follow the cuts decided in the spring if no further funding is found. Christensen has proposed, together with council members from the Denmark Democrats and the Danish People’s Party, a model in which the social budget automatically follows actual expenses.
Rising costs for the most vulnerable residents are affecting municipalities across Denmark, DR notes. In Aarhus, the pressure covers services for people with disabilities, psychiatric conditions and severe social problems.
Per Jyllands-Posten, the mayor’s proposal for the 2027 to 2030 budget presents an annual fiscal room of 304 million kroner. Of that, 107 million kroner goes to the socialprocent, leaving 197 million kroner for other priorities, including the public school.
Why now
Jyllands-Posten attributes the available room to a favorable economy agreement with the government and higher revenues from a politically agreed increase in the dækningsafgift, a tax on commercial property. Both factors free up money in the municipal budget for the coming years.
An understanding paper on the municipality’s social restructuring plan, published by Deltag Aarhus earlier in 2026, states that the structural challenges on the social area must be revisited in the 2027 budget negotiations. That includes possible additional allocations and adjustments to budget models.
Council members are negotiating the 2027 budget over the coming weeks, DR reports, with an agreement expected at the end of September. The municipality’s own Budget 2027 timetable sets final adoption at the second reading on October 7, 2026.
