Denmark’s 2025 state accounts show 3.4bn kr deficit

Rigsrevisionen has approved Denmark’s state accounts for 2025 as correct, but its new audit report points to errors and weaknesses in several ministries.

The national audit office published its report on the audit of the 2025 state accounts on Monday. Rigsrevisionen assesses that the accounts are correct and therefore without material errors, DR reports.

At the same time, the report lists a series of errors and weaknesses in individual ministries’ accounts. In recent years Rigsrevisionen has also found the overall state accounts correct, while taking reservations on parts belonging to single ministries.

Per DR, the state accounts ended 2025 with a deficit of 3.4 billion kroner, after years of large surpluses. A summary published by Økonomistyrelsen on June 26, 2026, puts the same figure on the DAU balance. The agency notes that expenditures rose by 144.1 billion kroner and revenues by 61.5 billion kroner, against a surplus of 79.3 billion kroner in 2024.

Reservation on the Environment Ministry

Rigsrevisionen takes a formal reservation on the accounts of the Ministry of Environment and Gender Equality. The reason is that Miljøstyrelsen has not cancelled grants for projects that were never carried out. According to the report, income of at least 38 million kroner is therefore missing.

The Statsrevisorerne, who oversee Rigsrevisionen, state that they take the problem seriously and will follow it through, even though the amount is small. The Transport Ministry is criticized for spending 291 million kroner more than authorized on the new railway across West Funen. As stated in the report, this was done without approval from the Folketing.

The Vestfyn railway project has in total become 848 million kroner more expensive than originally approved. Ekstra Bladet reports the same figures in its coverage of the report.

On the Defence Ministry’s area, Rigsrevisionen finds that the possible bill for PFAS clean-up has been calculated too low. The ministry has included only 6 of 59 areas with confirmed PFAS contamination. In total there are 132 fire-training grounds and tank areas with a possible risk of pollution.

The Tax Ministry is criticized for inadequate management of access rights in the Motor Register. It is also faulted for failing to collect up to 30,000 overdue housing tax loans. In addition, 45 state institutions have refused to pay re-invoiced bills for operations and services worth around 55 million kroner.

Part of the annual audit cycle

The report follows the regular yearly procedure for the state accounts. As described by Økonomistyrelsen, Rigsrevisionen audits the accounts for the previous year and submits a report, which the Statsrevisorerne then comment on before ministries respond.

Documents from Rigsrevisionen indicate that the Statsrevisorerne’s final betænkning on the 2025 state accounts will be submitted to the Folketing in February 2027.
