Danish Defense Giant Accused of Illegal Testing

Weibel Scientific, one of Denmark’s leading defense companies, is under pressure after decades of unlicensed radar testing in Hørsholm. The local mayor admits he knew about the facility but not about the missing permits.

Controversy Over Illegal Testing Site

For nearly thirty years, Weibel Scientific has used a rural property in Hørsholm, north of Copenhagen, to test radar systems without the required permits. The revelation has sparked debate about oversight, responsibility, and the interplay between local government and the defense industry.

The case became public after a neighbor complained in 2023, leading the Hørsholm Municipality to declare the testing site illegal. Weibel Scientific, headquartered in the nearby municipality of Allerød, has since argued that the company acted in good faith, claiming earlier rulings from 1995 indicated the facility did not need additional approval.

Mayor Acknowledges Longtime Awareness

Hørsholm’s mayor, Morten Slotved from the Conservative People’s Party, said he has known about the test facility throughout his time in office, which began in 2010. According to him, the test site is not visible from the road, and he never had reason to think the operation violated zoning rules.

Slotved personally visited the site about a decade ago but stated that nothing at the time raised red flags. He emphasized that ensuring compliance with the planning law is the responsibility of the company itself.

After the neighbor’s complaint, municipal officials initiated an investigation, which has been ongoing since last year. Local planning experts agree that the municipality handled the matter appropriately and followed proper procedure.

Weibel’s Response and Legal Background

In a written statement, Weibel Scientific said it believed the test center operated within legal boundaries. Back in 1995, authorities had ruled that the company’s activities on the site did not require special permission. Over the years, however, the facility was expanded, leading to today’s legal concerns.

The company expressed frustration that neither Weibel nor Hørsholm Municipality realized a new permit was required after those expansions. It described the test area as a unique location ideally suited for developing and calibrating some of the world’s most advanced radar systems.

Political Donations Under Scrutiny

Public attention has also turned to Weibel Scientific’s political connections. In 2017, the company made a financial contribution of over 20,000 Danish kroner to the local Conservative Party branch in Hørsholm during a municipal election year.

Slotved confirmed that the donation was properly reported according to Danish political financing rules. He rejected suggestions that the contribution influenced how the municipality dealt with the company’s activities. Processing permit cases, he said, is handled entirely by the municipal administration.

Defense Ministry Could Overrule Municipality

Because the test site serves defense-related purposes, the final decision may no longer rest with Hørsholm Municipality. The Ministry of Defense has the authority, under a new national security law, to override municipal rulings if it determines that a facility is important for the country’s military readiness.

That law gives the government broad power to bypass local land-use regulations and environmental restrictions when national defense interests are at stake. Should the Ministry decide to apply it here, the municipality’s ruling declaring the site illegal could be set aside.

Mayor Slotved has indicated that Hørsholm will abide by any decision from national authorities, noting that defense policy is decided at the parliamentary level, not by municipalities.
